Yet more than 1 in 5 lower-income households in Victoria are in housing stress and at risk of losing their home. Aboriginal Victorians face a starker reality, seeking homelessness services at more than 10 times the rate of other Victorians. Recent federal and state government initiatives to deliver more social and affordable housing are welcome but not enough. Much more investment is needed to help house a growing number of Victorians poorly served by, or shut out of, the private rental and ownership market.
Alongside investment in new solutions, comprehensive policy reform is needed to address the underlying structural inequalities in the housing system. Our work is driven by our Strategic Plan 2022-2027, which outlines our priorities and aspirations. We achieve this through:
Developing innovative policy positions and thought leadership for fairer housing solutions in collaboration with our members, renters and industry stakeholders
Raising awareness and support across the broader public for fairer housing solutions, leveraging our members and community partners
Promoting these solutions to government at all levels and other stakeholders to ensure that they are delivered

Government at all levels implements policies and invests the funding required to create a fairer housing system.
The broader public understands that social and affordable housing is essential social infrastructure, and calls on governments to implement policies that enable good homes for everyone.
More Victorians can access homes that meet their needs and tenancies that they can sustain, providing a stable foundation for a better life.
Our 10-year objective towards this vision is for Victoria to have a fairer housing system, and for the community housing sector to deliver 30,000+ additional homes that meet the diverse needs of renters.
Over the next 5 years, we will prioritise the following strategic initiatives
Co-design a 10-year sector-wide roadmap with members, engaging with current and future renters and other stakeholders, that defines and sequences the solutions to achieve our 10-year objective.
Deliver priority actions identified in the roadmap in collaboration with relevant stakeholders and engage proactively with government on emerging policy issues.
Develop and launch a series of public and targeted campaigns to build community support for these solutions.
Support evidence-based, leading practice to continuously improve service delivery, renter experience and wellbeing.
Drive implementation of the Aboriginal Cultural Safety Framework throughout the sector, to advance self-determination for Aboriginal renters as part of Mana-na woorn-tyeen maar-takoort.
Enhance professional development courses and deliver the long-term workforce plan to ensure a strong, skilled and supported workforce serving renters.
Identify and establish the right systems, tools and ways of working to support effective CHIA Vic delivery over the longer term.
